This is meant to proivde a general understanding of ELEIA mooring and lottery process. For additional details about eligibility, sticker placement and pole/dock requirements please refer to ELEIA Mooring & Watercraft rules.

 
Non-compliance with Mooring Rules may impact status as a Member in Good Standing and may result in loss of mooring and dock privileges in current and future seasons.
Mooring/dock locations are not the property of the member and as such are non-transferrable and non-refundable.

 
All Watercraft
1.      NO ALCOHOLIC BEVERAGES ALLOWED IN THE MOORING AREAS (including the south end beach).
2.      NO POWER LOADING OR UNLOADING OF BOATS IS PERMITTED.
3.      Members may be held responsible for damage due to improperly secured boats.
4.      Watercraft ramp will be closed on Clean-Up Days and during ELEIA Halloween Party.
5.      All member watercraft must have a current year’s watercraft sticker on the port side of the watercraft adjacent to the state registration sticker to enter the park or use the boat launch.  Member watercraft on park property without a sticker will be charged guest boat fee or member must immediately purchase a watercraft sticker.
6.      Michigan State watercraft registration showing owner-member’s name and address must be shown each year.
7.      Watercraft stickers are for use only on the craft to which they are issued. 
8.      Any unattended watercraft found along the shore may be removed at the owner’s expense.
9.      All moored & corralled watercraft, poles and hoists must be out of the water and park by October 31 of the current season or it will be considered abandoned and removed at the owner’s expense. All abandoned property becomes the property of ELEIA.  Watercraft left in the corral will be removed.  Owner will be charged the current winter storage fee plus $40.
10.   Unauthorized trailers left on the park property overnight may be removed at owner’s expense.  (Authorization can be obtained from management personnel during Office Hours, via email or telephone.)
11.   All watercraft being moored or corralled must be in good working order and repair.
12.   Members and guests must obey all posted signs, including those referring to watercraft access areas.
13.   No member will be provided a watercraft sticker until they have submitted a signed copy of the Mooring Rules.
14.   No boat trailers of any kind are allowed in the south parking lot.  All boat trailers must remain near the launch ramp.
 
Mooring & Mooring Lottery
1.     ELEIA has 90 mooring locations permitted by the State of Michigan. There are two types: pole and dock
2.     Mooring/dock locations are not the property of the member and as such are non-transferrable and non-refundable.
3. Any member who wishes to use a hoist must first get ELEIA management approval.
4.     Only one watercraft is permitted in each mooring location and only one mooring location is permitted for each membership, regardless of the number of lots owned.
5.     Distribution of open mooring locations after the lottery, will be first come, first serve for Owner/Renter members
6.     If a mooring member no longer qualifies to be an owner/renter member of ELEIA, the member will be required to forfeit any mooring privileges, immediately remove the boat and will not receive a refund or pro-ration.
 
Mooring Lottery Process
1.     To be eligible for the Mooring Lottery owner-members must:
a.     be a Member-In-Good-Standing as defined in ELEIA Bylaws & Park Rules
b.     pay any delinquent charges plus the required membership and mooring fees
c.     show watercraft registration prior to the Lottery deadline.
d.     be present at the lottery (or have an adult representative present) prior to the end of check-in*.   
*Check-in begins at 9am and ends when the last person from the initial line is served.  BOD approval will be given to start the lottery drawing.
2.     Current board members and those that did not win the lottery in the previous year are guaranteed a mooring location.
3.     Dock locations will be selected through the lottery process.  If a dock location is won, the dock rental fee must be paid at time of selection.
4.     Registered participants (except those listed in 7a and 7b) will be assigned a number starting with 1 and ending with the quantity of eligible lottery participants that have checked in. (ie: 95 people have registered numbers will be 1-95)
5.     The quantity of Lottery Balls used will be equal to the number of members who have checked in.  Lottery balls will be numbered sequentially starting with #1.
6.     Lottery Balls will be drawn at random from the cage.  The number on the ball is then matched to the participant list and that member is then able to select their mooring location. 
7.     Mooring location Selection Order:
a.     Board Members (order of selection to be done by lottery prior to Owner Lottery)
b.     Members who were entered in the previous year’s lottery but did not win a mooring location. Order of selection will be based on the wait list established from the prior year’s Lottery.
    c.    All other qualified lottery participants
8.     It may happen that only dock spaces are available when a member’s number is drawn.  Should this occur, the member has the option to pay the additional dock rental fee or have the mooring fee refunded.  Should they choose a refund, they will be guaranteed a mooring location the following year (when eligibility requirements are met).  The dock space then becomes available to the next member drawn.
9.     Members participating in the lottery that do not receive a mooring location:
a.      will be guaranteed a mooring location for the following season (when eligibility requirements are met)
b.     will receive a refund of the current season’s mooring fee.
c.      will remain on a waiting list for the current season.  Wait List will follow order drawn during the lottery.  Should a location become available staff will contact first member on the list via phone.  Member has 72 hrs to respond with acceptance or refusal and make appointment to repay current season mooring fee.  A non-response or voluntary pass will be considered forfeiture of a spot for the current season and the guaranteed spot at the following season’s lottery.  The next member on the list will then be contacted.
 
Pole & Dock Requirements
Broken poles can have jagged edges and must be immediately removed from the park.  It is the member’s responsibility to immediately remove broken poles and notify the office.  ELEIA may remove broken poles at the member’s expense if a member fails to do so. 
1.     The mooring committee or the Park Manager must authorize all mooring sites before your poles can be installed.  It is recommended that all poles be set immediately upon receiving your mooring location.
a.     ALL mooring locations must be occupied by members poles by June 1st or mooring location will be forfeited for the current season.
b.     Any poles set without approval may be removed and become the property of ELEIA
2.     Pole & Line Requirements:  
a.     All moored watercraft require 4 poles.  Member lot # must be clearly visible on each pole.
b.     Each pole must be augured a minimum of 2 feet deep, with a minimum of 2 feet of pole above water at all times. (Locations will change from year to year. Recommended new poles should be 8 or 10 ft in length). 
c.     Member is responsible to maintain pole depths throughout the season as lake conditions change.
d.     Galvanized steel or HEAVY GAGE aluminum (aluminum dock poles not allowed)
e.     Attaching lines must be nylon rope, 3/8-inch or larger, on every pole and be in good working condition
3.     Watercraft moored on ELEIA docks:
a.     Mooring lines must not be left laying on dock surfaces.
b.     Watercraft must be securely restrained. Owners of watercraft that damage docks may be subject to repair costs.
 
Boat Corral
1.     The Boat Corral is for non-motorized small watercraft that do not require MC numbers, such as kayaks, canoes, paddle boards, and paddle boats.  This area is open to all members.
2.     Small sailboats (less than 12’) may use the coral.  No masts or sails may be left on beach property.
3.     Management reserves the right to limit the number of corralled crafts based on space availability.
4.     All watercraft approved to be kept in the boat corral must:
a.     be kept in the designated corral area and be secured with the member’s chain and lock.
b.     have Member Lot# and current year corral sticker clearly visible.
